Praised for their convenience and economic benefits, these vehicles are increasingly popular among residents. However, their rapid proliferation has also presented significant challenges for urban traffic management, particularly in curbing illegal riding behaviors.

Unfortunately, the surge in electric bicycle usage has been accompanied by increased traffic violations. Common issues include using unregistered, fake, or duplicated license plates and frequent offenses such as running red lights, riding against traffic, and encroaching on motor vehicle lanes. Traditional traffic enforcement methods have struggled to keep pace with these challenges due to several inherent limitations:

  • High Mobility and Flexibility: Electric bicycles are small and highly maneuverable, allowing them to easily weave through congested traffic or vanish into narrow alleys and crowded streets. This agility makes tracking offenders particularly difficult, especially in old city neighborhoods or bustling commercial districts.
  • Identification Difficulties: Many electric bicycles lack proper registration, and instances of fraudulent or cloned license plates are common. Pinpointing offenders for subsequent penalties or educational interventions becomes a complex task without reliable identification.
  • Limitations of Conventional Surveillance: Existing traffic monitoring systems are primarily designed for motor vehicles. Low-resolution cameras often fail to capture clear images of electric bicycle plates, especially in challenging lighting conditions or at long distances. Moreover, the high agility of these bikes means that many violations occur in blind spots or during intervals when cameras are not actively recording.
  • On-Site Evidence Collection Issues: Gathering sufficient evidence to prove minor infractions, such as riding the wrong way on a street without the presence of law enforcement, can be extremely challenging. Offenders can quickly leave the scene, making it even harder to document the offense accurately.
  • Resource Constraints: Given the extensive urban landscape, relying on manual police patrols to monitor every street and intersection is labor-intensive and impractical. In densely populated areas, limited manpower makes enforcing traffic rules effectively across all zones nearly impossible.

Hengshui City has turned to cutting-edge RFID (Radio Frequency Identification) technology to overcome these challenges by launching a 2.4 million RMB tender for digital license plates specifically designed for electric bicycles. These RFID smart license plates incorporate a passive RFID electronic chip embedded in a PCB (Printed Circuit Board) substrate, forming an integrated design that seamlessly works with combined radio frequency and video vehicle identification systems.

Key Advantages of the RFID System Include:

Accurate Identification and Tracking: Every RFID-enabled electric bicycle is assigned a unique identification code, akin to an electronic “ID card.” This unique marker allows enforcement agencies to accurately identify and monitor each vehicle, regardless of speed or maneuvering in busy traffic.
Real-Time Monitoring: Strategically placed RFID readers at key traffic intersections and road entry points can instantly capture and log vehicle information as soon as an electric bicycle passes. This real-time data collection enables authorities to detect anomalies, such as entry into prohibited zones or wrong-way riding.
Enhanced Enforcement Efficiency: Unlike traditional visual monitoring, RFID technology operates non-intrusively and is not hindered by partial obstructions or poor lighting conditions. As a result, even if an electric bicycle’s license plate is partially covered or obscured by other objects, the system can still reliably record its details.

Automatic logging of offenses—such as running red lights or encroaching on motor lanes—reduces the potential for human error and accelerates evidence collection.
Comprehensive Data Integration: The wealth of data accumulated through RFID monitoring can be analyzed to understand traffic flow patterns, pinpoint high-violation areas, and support strategic decisions in urban planning. This data-driven approach can inform adjustments in traffic signal timings or the development of dedicated lanes for electric bicycles, further optimizing city traffic management.
